A first quarter marked by an overall decline in European paper and board production

According to the latest statistics published by CEPI, the paper and board production of CEPI member countries recorded a 16.5% decrease compared to the first quarter of 2022.  These decreases affected all of the paper and board grades, to varying degrees. The sharpest decline was once again recorded by the graphic grades segment (-28.9%), with coated woodfree being the most impacted with a 37.5% drop over the period. Packaging showed a more moderate decline, of -14.4%, and sanitary and household recorded almost stable prices at -0.2%.
With 1.5 million tonnes produced compared to 1.9 in the first quarter of 2022, paper and board production in France fell even more sharply, by 20.9% in the first quarter, with a sharp decline in the production of graphic grades, 40.9%. Paper products, which are highly dependent on economic activity, were hit hard by the deterioration of the economy, combined with a strong destocking phenomenon.

First decline in manufacturing output in the Eurozone since January

The deterioration in the economic situation worsened in the Eurozone manufacturing sector (45.8) at the beginning of the second quarter, with PMI HCOB* data compiled by S&P Global showing the first decline in output since the beginning of the year. The deterioration in demand also led to the largest fall in new orders in four months. The contraction in the French manufacturing sector (45.6) got stronger in April, as the sharp deterioration in demand led to the largest decline in production levels since May 2020. However, inflationary pressures have weakened again. (…) On the services side, Dr. Cyrus de la Rubia, chief economist at Hamburg Commercial Bank, noted that, “The latest PMI data showed that Italy (57.6) and Spain (57.9) are currently leading the growth of activity in the Eurozone services sector (56.2), (…) and that the importance of tourism in these two countries has enabled them to take full advantage of the current recovery in this sector.” France (54.6) recorded a third consecutive monthly increase. This strong increase in activity levels was based on higher demand during the month, which also encouraged companies to strengthen their capacity, resulting in a further acceleration of job creation in the sector. -6.5% decrease in paper and board production in Germany in 2022

The latest statistics from VDP, the German papermaking association, revealed an annual decline in paper and board production that was slightly higher than the European average, which posted a -5% decline in 2022 compared to 2021. With 21.6 million tonnes produced in 2022 compared to 23.1 in 2021, Europe’s leading paper-producing country suffered from a difficult economic climate in the second half of the year. Apart from the sanitary and household segment which was stable, there was an overall decline in the entire sector. Graphic grades were the least resistant with -9.4% recorded over the period, for a production of 5.9 million tons. The packaging segment recorded a 6.1% decrease, with 12.7 million tonnes produced. Due to these trends recovered paper consumption fell by 6.9% to 17 million tonnes and pulp production fell by 7.1% to 2.2 million tonnes. (Source WTP)

French paper and board production fell at the beginning of the year

According to recent Copacel statistics, paper and board production in France fell sharply by 20.3% in January 2023, with 515,000 tonnes produced compared to 646,200 in January 2022.  This significant decrease affected almost all paper and board grades with the notable exception of the sanitary and domestic sector, which slightly increased by 1%. At -37%, the greatest decline was in the production of graphic grades. The packaging segment fell by more than 19%, carton board and flexible packaging were at -27%, and corrugated paper at -17%.  These figures reflect the many production stoppages of paper and board mills caught between their high production costs due to energy and an intense destocking period.

European paper and board production declined in 2022

According to recent preliminary statistics published by CEPI, the paper and board production of CEPI member countries decreased by 5.9% in 2022 compared to the previous year, reflecting the heavy impact of high energy prices and the sharp slowdown in the European economy in the second half of the year on the industry. Total production in 2022 reached 84.8 million tones with a decrease reported in almost all paper and board grades except for the sanitary and household areas. At the same time, paper consumption remained stable despite the economic slowdown. With 7 million tonnes of paper and board produced in 2022 compared to 7.35 in 2021, France’s decline was only 3.7%.

Pap'Argus trends: After the price spike, the price began to decline

In the midst of the energy crisis, the paper industry is worried but resisting. Remember that early September was marked by price increases for graphic grades, carton board and tissue. Recovered paper was affected by a serious drop in packaging demand, which then led to a price drop. October and November saw certain trends intensify. In particular, the decline in the price of recovered paper which has spread to all grades. The bullish pulp cycle also appears to be coming to an end as prices that have reached historically high levels. Prices have begun to ease on long fibres, with demand for short fibres remaining stronger and reduced supply. Despite the desire for increases on the part of some producers, the prices of corrugated paper, which were renewed in Europe in September, were stable except for the kraftliner whose price fell in France and Germany. While the carton board segment saw further increases in some grades in October, a decline in recycled grades began in November due to lower gas prices. The market for graphic grades remained without showing a real direction which the case for the tissue sector as well. Overall, the market has adapted well/ best to this energy shock, but the situation is not the same according to the players, whose needs and energy contracts differ. For several months now, all affected stakeholders have had to pass on these very variable additional costs. With the recent decline in energy prices, some are starting to back off and are adjusting their prices accordingly. One expectation remains, however, which is strong consumption in November.
